Rate Center

A rate center is a geographical location used by a Local Exchange Carrier (LEC) to define distance measurements for local calling, billing and assigning phone numbers. Usually a call within a rate center is local, while a call from one rate center to another is a long-distance call. In large cities they are cluster of central offices for business and billing purposes.
